The Federal Enterprise Architecture Reference Model Ontology OWL files are licensed under the Open Source E-Gov Reference Architecture (OSERA) open source license agreement from the General Services Administration (GSA). They trail off at the Data Reference Model, pointing in the direction of the National Information Exchange Model (NIEM). NIEM builds on the the Global Justice XML Data Model (GJXDM), which is used for building Information Exchange Package Documents nationwide and in various Minnesota criminal justice agencies. This presentation describes how open source tools are being used to build domain ontologies for critical data exchanges and the lessons learned in this approach.

Leila Tite currently works at the Hennepin County Sheriffs Office, which maintains one of the largest and busiest county jails in Minnesota. Before that, she worked at the Minnesota Bureau of Criminal Apprehension and in the electrical utility industry.
